Use surround sound!
This would be HUGE. RPG mixer was on the right track with the ability to have sounds move from left to right, or occur randomly left, right, or center. However I imagine most of us who put this kind of time into making a soundtrack have more than just stereo speakers. I used to have a little program that would load a single sound, and you could circle a little ball around a diagram of a room and it would play from that direction. The sound library does have support for 3d stuff.
Phase one could be support files that already have 3d sound encoded, and that might be enough for most people interested in 3d.
Phase two would be implementing some extra UI that allowed you to position samples in a 3d space, or assign them a vector over time.
It could be that to keep the basic interface clear that this might be configurable with some user scritpting perhaps?
Thoughts please.

Sound levels vary as the track is playing
Take a look at "Atmosphere Delux". It will have the volume randomly shift as the track is played, like for blowing wind or rolling waves. There is a free trial so you can see what I am talking about, but it helps create some very real sounding natural effects

Scene, SoundEffect or Sample?
I’d say SoundEffect?

Sound levels vary in between loops
ie the first time it plays its louder (aka closer) but it varies within a range so the sound effect does not get too repetitive.

Fade out is Awesome, but what about a fade in?
Sometimes it is nice to have sounds com on subtly. less Jarring that way.

Custom Keybinding!
I use just a keyboard while playing, no monitor. Without keybinding of every single control I can't use Softrope at all. I think for an RPG sound tool this is a must.

Would a user definable key combination for each scene be the kind of thing you’d need. This was something I’d been considering.
That single key combination would start and stop a given scene. -
Frequency variance
Having slight variance in the frequency (pitch) of a sound effect helps sounds not be too similar to the ear.

I’ll have a look at this. Sounds like an interesting feature. UI wise it could be grouped under effects along with some of your other suggestions.
This would have to be at the SoundEffect level I think.

Bug: Play button should return to off state when Scene finishes
I think the play button should return to the off state when the scene has finished.
Then one shot scenes like howls, explosions, or lightning can be retriggered without having to stop the scene first.

Provide a library of free sounds with Softrope
It would be great if Softrope could come with some free sounds, or even common preset scenes and spot effects.

I’ve been thinking about this. Perhaps an online library of sounds that the community of users could add to?
This also links in with the recent suggestion on save files. If save files contained sounds that would make a handy way to also have a scene library online. Imagine if you are sitting running a game and quickly need a campfire sound, you go onto the online library, search for campfire and download “Dan’s Crackling Campfire” for example.

Being able to make sounds echo and such for different settings like caves and canyons is very useful.

The sound library I have built softrope upon has good support for effects. Might be an easy win.
Scene, SoundEffect or Sample?
I’d say SoundEffect?
May as well do Gargle, Distortion, Chorus, Flanger, Echo and Reverb.

crashing on vista when adding files
on my vista machine, I get frequent crashes after at random times...trying to replicate consistently but it's very difficult. I'm wondering if there is maybe a patch I'm missing on my machine?

Random pre-delays/gaps
Authentic soundscapes need more random factors. The customizable time for pre-delays and gaps comes to my mind, but there are other parts where some randomness would be fine, for sure.

Set the starting position for a sample
If I have a song attached to a specific scene, but I want the song to start 30 seconds in, that would be a perk to be able to set that.

Having some trouble with this need to put it aside for a bit.

Have two save options. One including sound files.
Currently saving only saves the paths to the sound files on my hard disk.
Would be good if there was also an option to save the file and include the sound files in it, so that it was portable.

Being able to set the size of the scene button for each scene
Even just having a "Small" and a "Large". There are certain sounds which are potentially applicable to any module: Screams, Monsters, Breaking glass, clanging metal, opening door, etc. These would be on almost every module, but it would be nice if they took up less space.

Here’s something I was considering. Having groups of scenes in the main view. Then each group could have a size option. How does that sound? Then each group could be labelled, eg. Weather, Music, Instants etc.
Resising things is what WPF should be good at!
Although this could also be achieved by opening multiple instances of Softrope, one for each category.
